18. Live in Geneva 2030

The industrial aera of Praille-Acacias-Vernets has an unbelievable potential regarding the construction and development of Geneva. Three facts lead us to that conclusion. The first one is that Geneva owns between 70% and 80% of this area (it’s quite interesting when we know that the vacancy rate in Geneva is under 0.2%). The second one is that the PAV area is now in the middle of the city since the surrounding urbanization gets closer and closer during the last decades. Now this space has to be involved in the daily life of the inhabitants. The last one is that for the first time, Carouge will have to build the « city on the city » which is an exciting challenge.

The first question to ask is one of the social image given by the fact of living in the middle of an industrial area. Gilles A. Tiberghein explains in Nature, Art et Paysage, that those places are entropic which means that the mess is growing. They also stimulate our imagination through the representation we ourselves make of them. Those spaces are unusual and we are not get used to experience them in our daily life: endless railroad, warehouses without any windows, no slidewalks… This atmosphere, mysterious, enigmatic, usually far from downtown, in this case, can be revealed. It can also diversify the perceptions we currently have of Carouge. Those are qualities on which ones we have to refer to.

We also have to consider the political context and be aware of the political complexities of such a project. Indeed, on the first hand, this kind of project involves a lot of various consultants and stakeholders. On the second hand, it will take several year to develop so it will be exposed to political and governance changes. We are into a context where changes are not planned to operate in a short-term. We have established an urban strategy by using a contextual approach. We agree that each urban modifications have to be moderated in order not to be too rough but either obvious. The phasing of the urban strategy allows to reveal and emphasize the qualities of such an area. We have separated the strategy in four steps which aim is to make that industrial area as an obvious space in the day life of the genevan inhabitants.

Stage 01 – Ground treatment
The urban park must be the first step for the reorganisation of this area. It is also the new picture of it as a recreative place. It gathers mineral spaces and green spaces. In this way the mineral nature which refers to railways is kept. The green spaces associated link together railway changes and suggest recreative places. This stage is very important since it has to revealed the industrial area and its potentialities to the genevan population.

Stage 02 – Legacy
This stage takes place through the continuity of the urban park and leans on the industrial legacy, so peculiar, given by the area. It has a memory duty and seeks to keep it awake by artistic works (in the same way as it happened in the Ruhr Valley and in Zürich West). These kind of event are deeply rooted in the swiss culture, for instance each year some swiss railway stations are invested by contemporary artists in order to promote their works.

Stage 03 – Micro Architectures
The last changes bring an activity which have to cover the entire genevan region. We have to not forget that one of the main PAV's stake is to receive 10 000 housing. To reach that such goal, the area needs to be prepared since all current services held by Carouge are in the old-town, so they are not so accessible.In a first hand, the micro-architecture have to bring the necessary services for the first housing. These new programs are located in a strategic way and associated to the urban landscaping made in the first stage.

Stage 04 – First housing
The last three stages lead to highlight three typical situations into the industrial area. Each situation even if they are closed are very different from each others. There have to be realised the first housing, examplary, meanwhile the industrial area will still functionning.



When all the industrial activities will be relocated, the housing construction could be more intense since everything will already be on site : urban parc, micro-architectures, first housing. Then some news public amenities could be built to complete the micro-architecture already made.
